PH-1                              PUBLIC HEARING scheduled this day pursuant to action of  the Council on July 13, 2004 under the State law, public notice having been inserted in the local press by the City Clerk on the applications of Hampton Roads Shipping Association to amend The General Plan of Norfolk, 1992, to change the land use classification from Education, Recreational, Cultural, Open Space and Environmentally Sensitive to Industrial/Transportation/Utility and for a change of zoning from OSP (Open Space Preservation) to conditional I-1 (Limited Industrial) on property located on the southeast corner of Hampton Boulevard and International Terminal Boulevard.

                  

The following persons spoke in opposition to this matter:

                  

Grace Wiggins, 1438 Meads Road; Jeff Cohen 1524 Meads Road; and Nelda Stallings, 7709 North Shirland Avenue.

                            

Jeff Keever, representing the applicant, 236 East Plume Street and Mike Molzahn, 1 Columbus Center, Virginia Beach, 23452, were present to answer questions.

                  

                                      Thereupon, an Ordinance entitled, “An Ordinance to rezone property located at the southeast corner of Hampton Boulevard and International Terminal Boulevard (approximately 23 acres) from OSP (Open Space Preservation) to Conditional I-1 (Limited Industrial),” was introduced in writing and read by its title.

Thereupon, an Ordinance entitled, “An Ordinance to amend and reordain three sections of Chapter 26 of the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO achieve compliance with state laws protecting the Chesapeake Bay,” was introduced in writing and read by its title.

Thereupon, an Ordinance entitled, “An Ordinance to rezone property located along the western line of Tidewater Drive north of D View Avenue from IN-1 (Institutional) to OSP (Open Space Preservation),” was introduced in writing and read by its title.
