R-9                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance  authorizing and approving an agreement between Norfolk Public Schools, City of Norfolk and Old Dominion University for the partial amendment and partial termination of an existing lease by Old Dominion University of city property on Powhatan Avenue presently used by University as sports fields in order to build on the site a high school football stadium and adjacent facilities for primary use by Norfolk Public Schools; and also accepting the conveyance of two parcels from Old Dominion University to City for use in the construction of a golf course on city property located adjacent to Old Dominion University; and also detailing the obligations of the various parties with regard to the ownership, construction and use of the stadium and facilities, the sports fields (including a new soccer field) to replace those removed in the construction of the stadium, a surface parking lot to be constructed for the stadium, golf course and University, a portion of golf course clubhouse for use by University men’s and women’s golf teams, the improvement and extension of 43rd Street from Hampton Boulevard to the Stadium, the conveyance to city of rights-of-way along 43rd Street and the conveyance of a southern parcel adjacent to railroad yards from University to City for construction of a recreation center; approving an agreement for the development of property and authorizing the  City Manager and City Attorney or their designate to negotiate the specific terms of the agreement and the transactions therein  in substantial conformance with the terms of the draft agreement attached hereto,” was introduced in writing and read by its title.

 

                   Ann Fitzgibbon, 5009 Gosnold Avenue, spoke in opposition of this plan and made a statement concerning park space preservation.
