moved to dispense with the reading of the minutes of the previous meeting.

Resolution entitled, "A Resolution certifying a closed meeting of the
Council of the City of Norfolk in accordance with the provisions of the
Virginia Freedom of Information Act," was introduced in writing and read
by its title.
ACTION: The Resolution as introduced was adopted, effective January 25, 2005.

1. Mayor Fraim read a proclamation
recognizing the outstanding achievement of members of the Pop Warner Norfolk
Saints Junior Peewee Football Team.
Assistant coach John Chamberlin and family members were also

Troop 180 from the Wards Corner area of the city.

BUSINESS
1.
Glen Jones, 3912 Larkin Street, spoke concerning a
program he has developed to address homelessness. Mayor Fraim invited Mr. Jones to
attend the Homelessness Commission meeting on Thursday, January 27th
at 4:00 p.m.
2.
The following speakers addressed Council concerning
property tax relief: Barbara Scott, 265
N. Blake Road (Federation of Civic Leagues); Charles Speight, 226 Huntsman Road;
and Lindell Davidson, 205 W. McGinnis Circle.
3.
Bilal Muhammad
and his son, Jamal, of 3127 Bapaume Avenue, addressed
concerns regarding mistaken identity and police harassment. Councilman Riddick called for a written
apology from the administration and Police Chief.
4.
The following persons spoke concerning food-stamp fraud:
Lessie Wilson, 3476 Clover Meadows Drive, Chesapeake;
Forman Simmons, 5601 Shinfield Drive, Virginia Beach;
Mike Little, 1621 Colon Avenue; Angela Knight, 747 Reservoir Avenue; Debra
