President Fraim moved to dispense with the reading of the minutes of the previous meeting.

CERTIFICATION OF CLOSED MEETING

 

A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced in writing and read by its title.

 

ACTION:   The Resolution as introduced was adopted, effective November 1, 2005.

PUBLIC HEARING

 

PH-1                              PUBLIC HEARING scheduled this day pursuant to action of the Council on October 11, 2005, under the State law, public notice been inserted in the local press by the City Clerk on the application of Larry Gossett to change the zoning from R-6 (One-Family Residential) to R-7 (One-Family Residential) on property located at 108 Glenrock Road.

 

Thereupon, An Ordinance entitled, “An Ordinance to rezone property located at 108 Glenrock Road from R-6 (One-Family Residential) to R-7 (One-Family Residential),” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective November 1, 2005.

R-1                                 Matter of a PUBLIC HEARING scheduled this day pursuant to action of the Council on October 4, 2005, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the CITY OF NORFOLK to close, vacate and discontinue a portion of York Street and Bute Street.

                                      (Passed by at the meeting of October 25, 2005)

 

Jason Dodd, 5226 Powhatan Avenue, was present to answer questions.

 

                      Albert Adams, Turner Construction, 411 Granby Street, spoke in support of the application.

 

                   Larry Barnes, 5701 Cleveland Street, Virginia Beach, opposed this matter on behalf of Verizon Telephone Company because of telephone facilities located on York Street.

                  

ACTION:   The Ordinance as introduced was adopted, effective November 1, 2005.

R-2                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance to amend and reordain Section 25.1-37 of the Norfolk City Code, 1979, regarding discount parking for residents of and visitors to the central business district, SO AS TO abolish discount parking at metered spaces for residents,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective November 1, 2005.

R-3                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance to amend and reordain Section 24-3 of the Norfolk City Code, 1979, SO AS TO provide an exemption for any commercial oceangoing boat or watercraft that acquires a situs within the city solely due to the domicile of the owner of such commercial oceangoing boat or watercraft,” was introduced in writing and read by its title.

 

ACTION:   Continued to November 29, 2005.

R-4                                 An Ordinance entitled, “An Ordinance to cancel the regular meeting of the Council of the City of Norfolk for the week beginning on November 20, 2005 and ending on November 26, 2005 and to change the starting time of the regular weekly City Council meeting scheduled for Tuesday November 29, 2005, at 2:30 P.M. to 7:30 P.M. in the Council Chamber,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective November 1, 2005.

1.  Daniel Montague, 4605 Krick Street, spoke in opposition of the light rail.

2. Alton Robinson, 735 West 35th Street, spoke concerning crime in Park Place.

3.   Alma Kesling, 4535 Bankhead Avenue, spoke concerning property located on Chesapeake Boulevard and informed Council of her rights to review the resumes of those who are currently serving on the Planning Commission.
