TUESDAY, APRIL 18, 2006 – 2:30 P.M.

 

Prayer offered by Vice-Mayor Daun S. Hester, followed by the Pledge of Allegiance.

 

President Fraim moved to dispense with the reading of the minutes of the previous meeting.

 

                    Motion adopted.

CEREMONIAL MATTERS

 

President Fraim read proclamations proclaiming:

 

·        the week of April 23-29, 2006 as Crime Victims’ Rights Week.  Willie Harrell accepted on behalf of the Commonwealth’s Attorney.

 

·        the week of April 23-29, 2006 as National Volunteer Week in the City of Norfolk.  Dan Adkins and Michelle Grandi of Human Resources and Kevin Reese of Public Works accepted the proclamation.

 

 

 

 

 

 

 

 

 

 

PUBLIC HEARINGS

 

PH-1                              PUBLIC HEARING scheduled this day pursuant to action of the Council on March 28, 2006, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Claremont Clifton to change the zoning from R-8 (One-Family) District to R-9 (One Family) District on property located in the 2400 Block of Cromwell Drive.

 

                   No one was present to speak concerning this matter.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance to rezone property  located on the west side of Cromwell Road and north of Dana Street, known as Lots 24, 26, 28, 30, 32, 34, and 36, Block 23, Ballentine Place, Subdivision #2 from R-8 (One-Family Residential) to R-9 (One-Family Residential),” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was LOST.

PH-2                              PUBLIC HEARING scheduled this day pursuant to action of the Council on March 28, 2006, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Foundation to Support Animal Protection, for an exemption from real property taxes on property located at 308 W. Freemason Street.

 

                             Jeff Kerr, 501 Front Street, was present on behalf of this matter.

 

 

 

 

 

 

 

 

 

 

                             Andrew Wallach, 545 Mayflower Road, opponent, cited the code on exempted properties and suggested an exempted-properties program to review the status of those properties to ensure continued compliance with the laws.

 

ACTION:   Public hearing closed and matter continued until May 16, 2006.

R-1                                 Matter of a letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to permit development on a nonstandard-width residential lot on property located on the north side of Lindenwood Avenue and west of Barre Avenue, known as Lot 605, Plat of Lindenwood,” was introduced in writing and read by its title.

R-3                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving the conveyance of a certain parcel of property located at the intersection of Princess Anne Road and Merrimac Avenue, to the City of Norfolk by Norfolk Redevelopment and Housing Authority,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective April 18, 2006.

R-4                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving the conveyance to the City of Norfolk by Norfolk Redevelopment and Housing Authority of a certain parcel of property described as Parcel 40-A2-B, as shown on the plat entitled, “Subdivision of MacArthur Center Section Two, Norfolk, Virginia,” and authorizing the City Manager to accept the deed on behalf of the City,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective April 18, 2006.

NEW BUSINESS

 

1.      Kenneth Grow, 3741 Ingle Circle, asked the city to enforce the present ordinances to prevent 18-wheeler trucks from destroying signs, streets, and the pavement at the Hardee’s on Princess Anne Road.

 

2.      Alton Robinson, 735 W. 35th Street, spoke concerning communities issues.

 

3.      Lindell Davidson, 205 W. McGinnis Circle, spoke concerning a transportation program for senior citizens and asked Council to consider funding the program in this year’s budget.

 

4.      Gary Dubour, 1433 Kingston Avenue, wished Council well in its negotiations with the Ford Company.

 

5.      Linda Armstrong, 5269 Riverwood Road, commented that the Elizabeth Park Civic League remains opposed to the exit near the Grate Steak being open.

 

6.      Stevie Giffin, 2318 Bay Oaks Place, and Kathy Reese, 3424 Chesapeake Boulevard, spoke on behalf of the Forward Norfolk Organization.
