CEREMONIAL MATTERS
1.
President Fraim read a
proclamation proclaiming December 1, 2006 as World Aids Day in the City of
Norfolk. The proclamation was accepted
by Tanya Kearney, director of the HIV/AIDS Resource Center at EVMS; and David
Ciucci, Project Director (Ryan White Title II Program). Robert Hewitt, Co-Chair, was present on
behalf of the Greater Hampton Roads HIV Health Services Planning Council.
2.
The National School
Board Association, the Council of Urban School Boards of Education, and McGraw
Hill Education honored the Norfolk School Board as the 2006 winner of the Award
for Urban School Board Excellence.
The following persons were present on behalf of this
matter: Ann Bryant, Executive Director,
National School Boards Association; Daniel Domenech, Senior Vice President of
McGraw Hill; Brian Perkins, Chair, Council of Urban Boards of Education and
Board President, New Haven, CT Public Schools; Katrina Kelly, Director, Council
of Urban School Boards of Education.
The award was received by Barry Bishop, Chairman of
the Norfolk School Board. Also present
were Dr. Stephen Jones, Superintendent of Norfolk Public Schools, and the
following School Board members: Dr. Linda B. McCluney, George W. Cook, Jr.,
Ursula D. Rhodes, and Stephen Tonelson.

NEW BUSINESS

Glen Jones, 3912 Larkin
Street, discussed the need for Norfolk to develop a credit-point program
similar to what the New Jersey housing authority is using to help prepare citizens
for home ownership.
2.
Trina Naab, 407 W. 30th
Street, discussed the need for a children’s park in Park Place. She has begun the process of collecting donations
from businesses and others in the community and asked Council to design the
area in the 300 block of W. 37th Street for the park.
3.
Alton Robinson, 735 W. 35th
Street, spoke about community issues.
4.
Daniel Montague, 4605
Krick Street, discussed flaws in the city’s infrastructure and problems citizens
will have evacuating during an
emergency.
