CEREMONIAL MATTER

 

Lorraine Graves, Chair of the Commission on Arts and Humanities, recognized various arts groups which received grants from the Commission through funding provided by the City.

 

President Fraim read a proclamation proclaiming the month of April 2007 as KOVAR Tootsie Roll Month.  The proclamation was accepted by the Knights of Columbus.

 

Rasheeda Grant, 1977 Greenleaf Drive, spoke on Oakleaf Forest Leadership Academy.

 

PUBLIC HEARINGS

 

PH-1                                                   PUBLIC HEARING scheduled this day under the State law, public notice having been inserted in the local press by the City Clerk on the application of WENDELL FRANKLIN to amend the Zoning Ordinance of the City of Norfolk, 1992, to change the zoning from C-2 (Corridor Commercial) District and PCO – Riverview (Riverview Pedestrian Commercial Overlay) District to River House Planned Development (PD-R RH) and to amend The General Plan of Norfolk, 1992 from open space to high density residential. 

 

                    Wendell Franklin, 506 Oak Grove Road and Steve Cooper, 1000 Bank of America Center, applicants were present to answer questions. 

 

                    Holley Carter, 400 Rhode Island Avenue, was present in opposition to this matter.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance to amend the General Plan of Norfolk, 1992, SO AS TO change the land use designation for property located on the west sides of Llewellyn Avenue and Granby Street north of Delaware Avenue,” was introduced in writing and read by its title.

Kathryn Thro, 123 Leicester Avenue, thanked the Council for all their support to the Norfolk Public Libraries.

 

Bernard Smalley, 600 Warwick Avenue, Apt. I1, addressed concerns with a police issue.

 

Paul Parker, 1020 Goff Street, addressed concerns with a police issue after a traffic accident.

 

Dan Montague, 4605 Krick Street, commented on the need for sidewalks in all neighborhoods.
