President Fraim moved to excuse Vice-Mayor Burfoot, Councilwoman Hester, and Councilman Riddick for their absence from today’s meeting.

R-1                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting and appropriating the sum of $18,100.00 from Norfolk Festevents, Ltd., to pay for transportation services provided to the City by the School Board of the City of Norfolk during the visits of International Tall Ships in the spring and summer of 2007,” was introduced in writing and read by its title.

R-2                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance permitting Secotan Builders, Inc., to encroach onto City of Norfolk property and right of way, at 9500, 9504, 9508 and 9510 14th Bay Street, with four piers each five feet (5’) wide,” was introduced in writing and read by its title.

 

Ellis James, 2021 Kenlake Place, spoke regarding environmental issues on this matter. 

 

ACTION:   The Ordinance as introduced was adopted, effective April 24, 2007.

R-3                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance establishing a courthouse security fee to be charged and collected from individuals convicted of criminal or traffic violations in all courts of the City,” was be introduced in writing and read by its title.  

 

                   Alton Robinson, 735 W. 35th Street, spoke in opposition to this matter, saying it will affect African Americans disproportionally. 

 

ACTION:   The Ordinance as introduced was adopted, effective July 1, 2007.

R-4                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance to repeal Subsections (284.3), and (284.4) of Section 25-654 and to amend and reordain Sections 25-654 of the Norfolk City Code, 1979, so as to add thirteen stop signs,” was introduced in writing and read by its title.   

 

ACTION:   The Ordinance as introduced was adopted, effective April 24, 2007.

                                      An Ordinance entitled, “An Ordinance granting a Special Exception to permit the sale of alcoholic beverages for off-premises consumption on property located at 500 North Military Highway,” was introduced in writing and read by its title.

 

                   Steve Stookey, P.O. Box 2810, LaPlata, MD, applicant, and Keith Simpson, 22630 Davis Drive, Sterling, VA, engineer were present to answer any questions.

R-6                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance amending and reordaining the fiscal year 2007 General Compensation Plan by adding two new titles,” was introduced in writing and read by its title.

R-7                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving a Cost Sharing Agreement with the City of Virginia Beach and authorizing expenditure of heretofore appropriated funds to implement the Agreement,” was introduced in writing and read by its title.  

 

                   Dan Montague, 4605 Krick Street, spoke in opposition to this matter saying it was not clear what the agreement contained.

 

                   Ellis James, 2021 Kenlake Place, spoke regarding environmental issues on this matter.

NEW BUSINESS

 

              Doug Pilley, 6437 Tappahannock Drive, commented on the excellence of the Norfolk Libraries, especially the children’s department and the good it’s done for his daughter. 

 

Ellis James, 2021 Kenlake Place, spoke on homelessness and the need for more outreach facilities. 

 

                   Alton Robinson, 735 West 35th Street, addressed community issues.
