PH-1                                                   PUBLIC HEARING scheduled this day pursuant to action of the Council on May 1, 2007, under the State law, public notice having been inserted in the local press by the City Clerk on the application of JOHN SIRINE AND ASSOCIATES, to amend the General Plan of Norfolk, 1992 from Industrial/Transportation/Utility to Commercial/Office and for a change of zoning from I-2 (Light Industrial) District to Conditional C-2 (Corridor Commercial) District on property located on the northeast corner of Lowery Road and Lance Road.  

 

                   Lisa Murphy, attorney, 999 Waterside Drive, provided details of the applicant’s proposal.

                  

 

 

 

 

Shenda Bharij, applicant, 1120 Lawson Cove, Virginia Beach, was present but did not speak.

 

                   Kenneth Grow, 3741 Ingle Circle, expressed concern about a hotel being located in an industrial area.

 

                   Ellis James, 2021 Kenlake Place, questioned the placement of a hotel being located in close proximity to the airport and commented  on the potential for a major accident.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance to amend the General Plan of Norfolk, 1992, SO AS TO change the land use designation for property located on the northeast corner of Lance Road and Lowery Road from Industrial/Transportation/Utility to Commercial/Office,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective May 22, 2007.

PH-1A                            An Ordinance entitled, “An Ordinance  to rezone property located on the northeast corner of Lance Road and Lowery Road from I-2 (Light Industrial) to Conditional C-2 (Corridor Commercial),” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective May 22, 2007.

PH-2                                                   PUBLIC HEARING scheduled this day, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the proposed increase on the tax levied on the sale of cigarettes and boats or watercraft.

                                      Thereupon, an Ordinance entitled, “An Ordinance to amend and reordain Section 24-309 of the Norfolk City Code, 1979, to increase the tax levied on the sale of cigarettes,” was introduced in writing and read by its title.

R-5                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving and adopting the Fiscal Year 2008 Compensation Plans for officers and employees of the City, amending and reordaining the City Code, approving criteria and procedures for pay supplements for certain constitutional and state officers and their employees and authorizing the expenditure therefore of funds previously appropriated,” was introduced in writing and read by its title.

 

                   Daniel Montague, 4605 Krick Street, applauded Council for raising the salaries of police and general employees.
