CEREMONIAL MATTER

 

                   President Fraim presented a plaque to Ed Weisberg, D.D.S., extending thanks and appreciation for arranging dental care for Project Homeless Connect.  Dr. Weisberg accepted the plaque on behalf of the Tidewater Dental Association and Virginia Dental Association.

PH-1                                                   PUBLIC HEARING scheduled this day pursuant to action of the Council on February 26, 2008, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the City Planning Commission to amend the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO amend Section 2-3 Definitions to add a definition for fenestration and massing and to amend and reordain Section 4-0.15(c) Nonstandard-width parcels to permit the development of nonstandard lots subject to a Zoning Certificate.

 

                   Roscoe Callaway, 1503 Conoga Street, expressed concern about developers purchasing multiple nonstandard-width lots and constructing undesirable dwellings in the Southside neighborhoods. 

 

                   Thereupon, an Ordinance entitled, “An Ordinance to amend Sections 2-3 and 4-0.15 of the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO clarify conditions under which a nonstandard-width parcel may be developed with a one-family dwelling,” was introduced in writing and read by its title.

                   Thereupon, an Ordinance entitled, “An Ordinance finding a public necessity for acquisition of land for purpose of improvements to streets, traffic signals and right-of-way at and near the intersection of Southampton and Colley Avenues; authorizing the acquisition by negotiation or by condemnation of 143 Colley Avenue, the said property situate in the city of Norfolk, belonging to Philip M. Trahadias and Mary A. Trahadias; and authorizing the expenditure of the sum of $200,000.00 to acquire the same,” was introduced in writing and read by its title.

Ellis W. James, 2021 Kenlake Place, applauded the city for establishing the committee; however, he stated the Resolution should include the committee that advocated for saving Norfolk Public Schools and those who filed suits in opposition to the school closings.

Stuart Engle, 5075 Cypress Point Circle, Virginia Beach, spoke in support of repealing the ordinance.

 

The following opponents spoke:  Michael Lincoln, 7406 Davidson Street; Hilton Oliver, representing Group to Alternative Smoking in Public (GASP), 5303 Foursome Court, Virginia Beach; Gary Dubois, 1433 Kingston Avenue; Lori Elbert, American Lung Association; and Daniel Montague, 4605 Krick Street.

NEW BUSINESS

 

1.      Elizabeth Quinn, 409 San Antonio Boulevard, expressed concern about crime and violence in Denby Park and asked for a safe environment and neighborhood.

 

2.      Sharon Boughton, 537 W. 35th Street, expressed concern about the unsatisfactory response of police officers who investigated a robbery at her business on 35th Street.

 

3.      Ken Kaufhold, 3040 Glastonbury Drive, Virginia Beach, asked for assistance in resolving issues with his lease at Waterside.

 

4.      Danny Lee Ginn, 3844 Dare Circle, commented about management issues in city government.

 

5.      Gary Duboir, 1433 Kingston Avenue, inquired about extending TRT Net Bus service to the Saint Paul’s parking lot for those who will be losing parking when the Monticello Garage closes. 

 

6.      Ellis W. James, 2021 Kenlake Place, commented about the wastewater restoration effort in Orange County making national news, as the project is moving forward.

 

7.      Glen Jones, 2501 Kenon Avenue, expressed concern that a city employee charged with possession of drugs will be allowed to keep his job.
