CEREMONIAL MATTER

 

President Fraim read a proclamation proclaiming April 13-19 2008, Victims Rights Week in the City of Norfolk. Mr. Willie Charles Harrell, IV, Commonwealth Attorney Office, accepted the proclamation.

 

President Fraim read a proclamation proclaiming the month of April 2008, KOVAR Tootsie Roll Month in the City of Norfolk. Mr. John Ellis and Mr. Morris, Knights of Columbia, accepted the proclamation.

PH-1                                                   PUBLIC HEARING scheduled this day pursuant to action of the Council on March 18, 2008, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the City of Norfolk, to amend The General Plan of Norfolk, 1992, from Low Density Residential and Medium Density Residential to Mixed use, to amend the Zoning Ordinance of the City of Norfolk, 1992, as amended to allow mixed use in the PDBCR (Broad Creek Village Planned Development) District and to create the regulations thereof on property located on the northwest corner of East Virginia Beach Boulevard and Godfrey Avenue, and for the closing, vacating and discontinuing of a portion of Parish Road.

Thereupon, an Ordinance entitled, “An Ordinance to amend the General Plan of Norfolk, 1992, SO AS TO change the land use designation for property located on the northwest corner of East Virginia Beach Boulevard and Godfrey Avenue from Low Density Residential and Medium Density Residential to Mixed Uses,” was introduced in writing and read by its title.

PH-2                                                   PUBLIC HEARING scheduled this day pursuant to  action of the Council on March 18, 2008, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Calvary Revival Church to amend the Zoning Ordinance of the City of Norfolk, 1992, to create the Calvary Revival Church Localized Alternative Sign Overlay District, and to apply the Calvary Revival Church Localized Alternative Sign Overlay District on property located at 5833 Poplar Hall Drive.

 

Ismael Calderon, the attorney, 5513 Nashua Road, Virginia Beach and James Clemmer, 101 North Lynnhaven Road, the architect, Virginia Beach were present on behalf of this matter.

 

Thereupon, an Ordinance entitled, “An Ordinance to amend Chapter 11 of the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO create the Calvary Revival Church Localized Alternative Sign Overlay District,” was introduced in writing and read by its title.

PH-4                              PUBLIC HEARING scheduled this day pursuant to  action of the Council on March 18, 2008, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the City Planning Commission to amend the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO amend Sections 16-3, 16-4, 16-6.21, and 16-6.22 to change the meaning of the terms “electronic changeable copy sign,” public service message board,” and “public service sign or device” and to permit the use of public service message boards in the IN-1 (Institutional) District.

 

Ellis James, 2021 Kenlake Place spoke concerning the advantages of solar power and Amber Alert sign.

4.      Daniel Montague, 4605 Krick Street, spoke concerning off-track betting.
