President Fraim called the meeting to order, all members were present:

 

                   Prayer offered by Councilwoman Daun S. Hester, followed by the Pledge of Allegiance.

CEREMONIAL MATTER

 

Gary Dillon, Accreditation Manager for Law Enforcement, Department of Criminal Justice Services, Commonwealth of Virginia, Wakey Howard, Vice Chairman, New Kent Sheriff Office and Charles Jeff, Former Chairman Stafford City Sheriff Office, presented Sheriff McCabe a recertification certificate from the Accreditation Board.

 

President Fraim read a proclamation proclaiming May 5-11 2008, Building Safety Week in the City of Norfolk. Mr. Lynn Underwood, Building Construction Services, accepted the proclamation.

 

PUBLIC HEARINGS

 

PH-1                               PUBLIC HEARING scheduled this day pursuant to action of the Council on April 15, 2008, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the City of Norfolk for the closing, vacating and discontinuing a portion of 20th street at the northeast corner of 20th Street and Llewellyn Avenue.

 

No one was present to speak concerning this matter.

 

Thereupon, an Ordinance entitled, “An Ordinance closing, vacating and discontinuing a portion of the northeast corner of 20th Street and Llewellyn Avenue lying north of the north line of West 20th Street, east of the new east street line of Llewellyn Avenue and southwest of the 10’ right of way return between the north line of West 20th Street and the new east street line of Llewellyn Avenue,” was introduced in writing and read by its title.

1.      Cranston Davidson, 519 Mahone Avenue, expressed concerns over his rights being violated by a police officer.

 

2.         Daniel Montague, 4605 Krick Street, spoke about the lack of evaluation routes existing should a national disaster occur.

 

3.      Danny Lee Ginn, 3844 Dare Circle, commented about city government.

 

4.      Mr. Mike Gregory, 3844 Peterson Street, spoke concerning rate increases for towing vehicles.
