Mission Statement
The Division of Grants Management (DGM) provides administrative, professional and technical support for activities related to securing and managing citywide grant opportunities. The grants management program will continue to provide a comprehensive coordinated approach to increase grant funding opportunities and enhance service delivery to the community and the citizens of Norfolk.
Department Overview
The Division of Grants Management administers four federal entitlement community grant programs provided by the U.S. Department of Housing and Urban Development including:
- Community Development Block Grant (CDBG)
- Emergency Shelter Grant (ESG)
- HOME Investment Partnership Program
- American Dream Down Payment Initiative (ADDI)
In addition to the federal entitlement community development programs, the Division of Grants Management provides grant related support to City departments. It is our goal to provide a coordinated approach to grant application submission to avoid duplication of effort and internal competition.
Based on an assessment of citywide needs and priorities, trained, experienced staff works on site with departments and organizations to develop and submit high quality proposals. Furthermore, this program is designed to efficiently manage all federal, state and other available funding sources received by the City of Norfolk.

The City of Norfolk has begun the Fiscal Year 2013 Annual Plan process. The calendar below provides important dates related to the process. All events requiring public notice and or hearing will be posted in the local newspaper and on the City's website prior to the event. If you have questions or concerns regarding the FY2013 Annual Plan, feel free to contact the Division of Grants Management at (757) 664-4080.
