  1. Make your child eat dinner before setting out.
  2. Children should carry quarters so they can call home.
  3. Young children of any age should be accompanied by an adult.
  4. To trick or treat in Norfolk, children must be 12 years of age or younger and must be off the streets by 8 p.m.
  5. If you buy a costume, look for one made of flame-retardant material.
  6. You should know where they're going.
  7. Although tampering is rare, tell children to bring the candy home to be inspected before consuming anything.
  8. Look at the wrapping carefully and toss out anything that looks suspect.
