The Department of
Human Services is committed to improving the lives of children, families,
and communities through comprehensive services that support the
well-being of Norfolk citizens.

Goal 1 |
Create an environment for citizens to
become and remain self-sufficient by supporting welfare reform
efforts and advocating for the legislative removal of barriers
to citizen self-sufficiency. |

Increase community and interagency
cooperation and collaboration to connect families and children
with comprehensive, community-based services. |

Goal 3 |
Protect vulnerable citizens in at-risk
situations by providing preventative and intervention services
to eliminate the threat of neglect, abuse and exploitation. |

Remove conditions and barriers which
obstruct the development of healthy families and individuals and
which impede their full participation in the community. |

Goal 5 |
Improve the Department's capacity to
promote creativity, innovation, accountability, and employee
growth and satisfaction in serving the needs of Norfolk's
