Department of Human
Services staff members serve on or provide administrative support for a number of boards and commissions
within the city which address the issues, concerns, and special needs of
the community.

Commission on Aging/Long Term Care
Coordination advises the department of
human services on coordination and improvement of agencies which
seek to provide services to the elderly. It does so by promoting
cooperation between these agencies, analyzing the needs of Norfolk’s
elderly, collecting information regarding resources available to the
elderly and their effectiveness, becoming involved in legislation
regarding the elderly, and developing a long-term plan targeting the
care of the elderly.

Norfolk Task Force on Aging (NTFA)

The Homeless Advisory Committee
acts in
an advisory capacity to City Council in all matters related to
homelessness.

Youth Services Citizens Advisory Board
works with the Director of Human Services on initiatives to reduce
juvenile delinquency and promote youth development.

Norfolk Criminal Justice Board (NCJB)
monitors a community correction and pretrial services program and
plans community-based initiatives for those at risk of involvement
in the criminal justice system.

Norfolk Interagency Consortium (NIC) The duties of this consortium include managing the
cooperative effort of the city to better serve the needs of troubled
and at-risk youth and their families. It works to improve
employment, job skills, education, and achievement. It seeks to
develop policies for the agencies of the city to provide for
underprivileged families and children. It coordinates long-term,
community-wide planning to help the development of resources and
services needed by at-risk youth and families. It reports on its
actions to the State, serving as the City’s liaison to the State
management team.

Comprehensive Health Investment Project
(CHIP), Virginia Information Resource Center (VPIRC) and Healthy
Families Advisory Board work together on one board to address a
variety of issues. The CHIP works to promote health and healthy
lifestyles for children and their parents; VPIRC works with Norfolk
Public Schools on helping parents and their children and Healthy
Families seeks to identify new mothers and help them with giving
their newborns, up through age 6, a healthy start in life.

Southeastern
Tidewater Opportunity
Project (STOP)
acts to review the pre-school federal
policies/procedures which may impact parent and child services and
the STOP Organization Head Start Advisory Board shares interagency
information on new social service initiatives and opportunities for
parents.

Hampton Roads Workforce Development
Board addresses all of the work force development issues for all
youth in the Hampton Roads area.

The Consortium for Infant and Child
Health (CINCH)
is a collaboration of social and health agencies
working together to benefit the health of children in Hampton Roads.

Hope VI:
The Broad Creek Renaissance
staff provides technical assistance on the Community Supportive
Services Committee.

Police
Assisted Community Enforcement
is a dynamic program design to
encompass the entire community in a strategically planned and
executed series of ongoing events and activities aimed at giving
citizens control of their neighborhood.

South Hampton Roads Earned Income Tax Coalition (SHREITC)
is comprised of local and state government agencies as well as local businesses, non-profit organizations, and faith-based groups.
The coalition promotes awareness of the EITC, and provides free tax filing assistance and financial management classes to low income
working families throughout the Southside region.
