Human Services  

Norfolk Human Services is an integral partner in a network of community service agencies.  Some of the Department's alliances include:

  • The Norfolk Interagency Consortium (NIC) Provides services to
    at-risk youths and their families
  • The Police Assisted Community Enforcement (PACE) Provides the coordinated services and resources of agencies, businesses, and community groups to resolve problems and improve the quality of life for all citizens through partnerships and citizen empowerment.
  • Family Assessment Teams (FASTs) which provide a neighborhood- focused team approach to family assessment and service/resource coordination to enhance family and individual functioning.
  • South Hampton Roads Earned Income Tax Credit Coalition (SHREITC) which promotes awareness of the federal Earned Income Tax Credit for low-income families, provides free individual income tax preparation services, and helps taxpayers better manage their finances through financial education classes.
  • The Planning Council manages the Department of Human Services' Childcare Assistance Program and the Housing Broker Team which partners with the Homeless Action & Response Team (HART) to improve and strengthen communication between landlords and Norfolk families who are in need of stable and affordable housing.
  • Senior Services of Southeastern Virginia partnered with the Norfolk Department of Human Services in 2003 to create The Center for Aging, a one-stop resource and referral center for Norfolk seniors and their caregivers.
  • Virginia Tidewater Consortium for Higher Education enhances educational opportunities for students attending 13 institutions of higher learning and provides educational guidance to participants of the Virginia Initiative for Employment not Welfare (VIEW) program administered by the Norfolk Department of Human Services.
