Workforce Development Programs Virginia Initiative for Employment not Welfare (VIEW) The essential function of the Workforce Development Center is to promote employment throughout the City of Norfolk. This is accomplished through the work of the Virginia Initiative for Employment not Welfare (VIEW) program. VIEW provides job readiness, job search, and job development/placement services. Child care, transportation, and other services are included to give a participant the best opportunity to enter and remain in the workforce. Most residents who receive Temporary Assistance for Needy Families (TANF) are mandated to enroll in VIEW. Non-mandatory recipients can volunteer to participate.
The Food Stamp Employment and Training Program (FSET) The Food Stamp Employment and Training Program (FSET) provides training, education, job search assistance, and work experience opportunities for food stamp recipients. FSET emphasizes personal responsibility and work, and strives to help participants achieve self-sufficiency. Click on a Unit Name below to learn more about its functions.
Resource Room Scheduling Conference and training rooms are available for reservation to community service providers, partners, and other cooperative agencies. Each room is different in size and has varying accommodations available, so please clarify what you need before making the reservation. Please download, print and complete the Facility Use Guidelines and Reservation Form, and fax to James McCoy of Facilities Management to the fax number listed on the form. You will receive a response from the Facilities Management Office within 48 hours. Tours Available The City of Norfolk is now offering guided tours of its new Norfolk Workforce Development Center. Small and large group tours are available to citizens, civic groups, faith-based organizations, and area businesses interested in learning more about the Center’s mission and operations. Community Mediation Center
(CMC) provides education and services to build the capacity of
youth, families, individuals, organizations, businesses, and communities
to more effectively resolve, reduce and prevent conflict. The Center is
a non-profit, a United Way Community Partner, a member of the
Volunteer Income Tax Assistance Site (VITA) The South Hampton Roads Earned Income Tax Credit Coalition (SHREITC) offers free tax preparation services for low-income working families who qualify for the Earned Income Tax Credit. The EITC is a special credit for lower income workers to reduce their federal income tax liability. Those who qualify will owe less in taxes and may be eligible for a bigger refund. The average EITC refund is $1800. The maximum refund amount for a taxpayer with two or more qualifying children is $4700. Those who qualify for the EITC can receive free Volunteer Income Tax Assistance (VITA) at one of 12 locations in Hampton Roads including the Norfolk Workforce Development Center. When applying for the EITC, bring the following items with you to the VITA site: · Valid photo identification · Social Security cards for you, your spouse, and dependents or a social security number verification letter issued by the Social Security Administration · Birth dates for you, your spouse, and dependents · Current year’s tax package, if you received one · Wage and earning statement(s) -Form W-2, W-2G, 1099-R · Interest and dividend statements (Forms 1099) A copy of last year’s federal and state tax returns, if available · Bank routing numbers and account numbers for direct deposit · Total amount paid for day care · Day care provider’s identifying number · Other relevant information about income and expenses *If your filing status is Married Filing Jointly and you wish to file your tax return electronically, both you and your spouse should be present to sign the required forms. If it isn’t possible for both to be present, a valid power of attorney that allows tax preparation can be used to sign and file the return. The South Hampton Roads EITC Coalition was established in October 2004 as a volunteer network of individuals, local government and community service agencies, colleges and universities, and faith-based organization. Its mission is “to provide quality volunteer tax services to eligible citizens, while seeking to educate, inform, and communicate the value of financial literacy to citizens of South Hampton Roads.”
