About the Bureau
The Bureau of Neighborhood Quality is committed to effectively improving the life of the citizens of Norfolk and the preservation of their neighborhoods through the enforcement of applicable building and property regulations aimed at the protection of public health, safety, and welfare.

The Bureau of Neighborhood Quality is entrusted with the responsibility of enforcing the Virginia Uniformed Statewide Building Code, International Property Maintenance Code, and related city ordinances. The code and ordinances are in place to protect the health and safety of Norfolk’s residents.

Objectives
The major objectives of the bureau are to ensure: 
  • Clean and sanitary buildings 
  • Premises are free of public nuisances
  • Proper maintenance of buildings
  • Suitable environment for the public to live, visit, work, or conduct business
