The City’s Office of Budget and Grants Management is the lead agency overseeing the development of the Consolidated Plan.  This Annual Action Plan is for the 12 months beginning July 1, 2014 and ending June 30, 2015.  The Annual Plan is designed to meet the requirements set forth by the U.S. Department of Housing and Urban Development (HUD) for three formula grant programs: the Community Development Block Grant (CDBG) Program; the HOME Investment Partnerships (HOME) Program; and the Emergency Solutions Grant (ESG) Program.  The FY 2015 Annual Plan funding has been provided.  Dates may be subject to change during the Annual Plan process.

Programs

The Division of Grants Management administers four federal entitlement community grant programs provided by the U.S. Department of Housing and Urban Development including:


In addition to the federal entitlement community development programs, the division provides grant related support to city departments. It is our goal to provide a coordinated approach to grant application submission to avoid duplication of effort and internal competition.

Based on an assessment of citywide needs and priorities, trained, experienced staff works on site with departments and organizations to develop and submit high quality proposals. Furthermore, this program is designed to efficiently manage all federal, state, and other available funding sources received by the City of Norfolk.
