Thomas R. Smigiel, Jr.
Thomas "Tommy" R. Smigiel Jr. was elected to City Council in 2010, and represents Ward 5.  A life-long Norfolk resident, he attended St. Pius X Catholic School, graduated from Norview High School and then received a Bachelor's degree in Education from Old Dominion University, where he served as Student Body President. He later earned a Master's degree in Administration from Cambridge  College.
Mr. Smigiel is co-chair of City Council’s Heath, Education and Families Committee, and serves on its Community and Public Safety Committee.  Additionally, he co-chairs the East Little Creek Road Task Force and the Mayor’s Ocean View Task Force; he is also a member of the Hampton Roads Planning District Commission (HRPDC).

Mr. Smigiel was recently elected to the Virginia Municipal League’s Executive Committee and also serves on the Legislative Committee, and is Vice Chairman of VML’s Human Development & Education Policy Committee.  He is also a member of the Old Dominion University Darden College of Education Advisory Committee and the YMCA’s Youth Advisory Committee.

An award winning educator, Mr. Smigiel has dedicated his professional career to helping the children of Norfolk be successful in school and their personal lives. He was recognized as Norfolk Teacher of the Year in 2007, was subsequently selected as the 2008 Virginia Teacher of the Year and was one of four finalists for National Teacher of the Year. He taught Earth Science and Leadership at Norview High School, and was an Assistant Principal at Granby High School and Lake Taylor High School. 

Mr. Smigiel was honored for his work in education with the 2009 Old Dominion University Distinguished Alumni Award. He was also honored by the Norfolk Jaycees as an Honorary Member, and was recognized as a distinguished graduate of St. Pius X Catholic School.  In 2015, he was recognized by Inside Business as a Top 40 Under 40 Leader in Hampton Roads.

Mr. Smigiel is principal of the Academy for Discovery at Lakewood, which opened in September 2015.   He is married to Shannon Walsh, an elementary school counselor and they have two daughters and one son.
