Theresa W. Whibley, Vice Mayor
Dr. Whibley was elected to Council in May 2006 representing Ward 2.

A native of Iowa, she has been a Norfolk resident since 1973, and is an obstetrician and gynecologist in private practice at Women Caring, PLC in Norfolk. 

Dr. Whibley received a Bachelor’s degree from the College of William and Mary and holds a Master’s degree in Education from Old Dominion University. She later enrolled at Eastern Virginia Medical School, receiving her Doctor of Medicine in 1982.  From 1982 to 1987 she was a resident OB/GYN and Fellow with The Jones Institute of Reproductive Endocrinology.  

Dr. Whibley is Co-Chair of City Council’s Health, Education and Families Committee, and serves on its Communities and Public Safety Committee.  Additionally, she serves on the Wards Corner, Lamberts Point/Park Place, and Ghent task forces.

She is City Council’s designated representative to The Planning Council, a regional human services organization. She previously served on the Hampton Roads Planning District Commission. 

From 1998 until 2006, she served as a member and chair of the Norfolk School Board. She has also served on the boards of Tidewater Community College, Tidewater Community College Foundation, Tidewater Community College Women’s Center, Access College Foundation, Norfolk Public Schools Foundation and the Eastern Virginia Medical School Board of Trustees.

Dr. Whibley is married to Roderick Whibley; they have two children and three grandchildren.
