Barclay C. Winn was born in Norfolk, Virginia, graduated from Norfolk Academy and received his Bachelor of Science degree from North Carolina State University.

Mr. Winn is Chief Executive Officer of Winn Nursery of Virginia, Inc. which is headquartered in Norfolk. He was elected to the Norfolk City Council in May 2000 representing Super Ward 6.

Mr. Winn is co-chair of the City Council’s Finance, Administration, Economic Development Committee and serves on the Transportation and Infrastructure Council Committee. He is co-chair of the Council’s Ghent Task Force, Wards Corner Task Force, Ocean View Task Force and East Little Creek Road Partnership. He represents Norfolk on the Transportation District Commission of Hampton Roads, the governing body of Hampton Roads Transit. He was appointed by Governor Bob McDonnell to the Secure Commonwealth Panel, an advisory board to the Governor that monitors and assesses the implementation of statewide prevention, preparedness, response and recovery initiatives. The Panel also reviews, evaluates and makes recommendations relating to the emergency preparedness of government at all levels in the Commonwealth.

Mr. Winn serves on the Norfolk Academy Board of Trustees and has also served as board president. He is chairman of the Norfolk Advisory Board, Monarch Bank and The General Douglas MacArthur Foundation. He is a member of First Presbyterian Church.

Mr. Winn is past chairman of the Armed Services YMCA, past president of the Sertoma Club of Norfolk, past chapter chairman and board member of the Tidewater Chapter of the American Red Cross, former board member of Sentara Enterprises and former member of the Finance Committee of Sentara Health Systems. He is a former board member of Physicians for Peace.

Mr. Winn and his wife, Janet, reside in Ghent and have five children.
