General Requirements for Bidding
The Department of Utilities will receive bids at the Office of the Director of Utilities, 401 Monticello Ave., Norfolk, Virginia until 3 p.m. local time on the due date specified. Bids received after this time will not be accepted. Bids will be opened publicly and read aloud immediately after the specified closing time. All interested parties are invited to attend.
Copies of the project documents may be obtained in accordance with the Instructions to Bidders. A plan deposit may be required for the project.
The state registration number must appear on the envelope containing the bid whenever the bid amounts to $1,500.00 or more.
All bids will be evaluated in accordance with the City of Norfolk procurement procedures and the city reserves the right to waive irregularities and/or reject bids if deemed to be in the city's best interest.
Withdrawal of bids shall be in accordance with Section 33.1-42 of the Norfolk City Code.
