Special Event Permits
A Special Event Permit  is needed if ALL of the following apply:

  • The event takes place on City owned property, including but not limited to, parks, open space, streets, sidewalks, or parking lots. 
  • The event is open to the public* 
 *NOTE: Open to the public events can include ticketed/gated events, but do not include "private" events that are invitation only or intended for a select group of people.


A Special Event Permit is also needed if:

  • The event, open to the public or private, takes place in the Downtown Improvement District (DID)
  • The event, open to the public or private, takes place on the public right of way (street/sidewalks)

The Special Events Office has two types of permits for special events:

Special events with 0-199 in expected attendance

Special events with 200in expected attendance
ALL run, walk, bike races or parades
ALL Town Point Park events




The Special Events Office does not issue permits for the following:

Use of Private Property

Private Property Event Permits are issued by the Development Services Center 
Business owners wishing to apply for a permit to host on event on their property can download the form online or fill it out in-person at the Development Services Center located on the 4th floor of City Hall 810 Union Street. 

Use of Federal or NRHA Property 

Contact the Federal Government or Norfolk Redevelopment and Housing Authority to use their respective properties. 

Athletic Events

Facility Lease Permits are issued by the Department of Recreation, Parks and Open Space - Lakewood Athletics Office. Event organizers seeking to host an athletic events can download the form online or fill it out in-person at the Lakewood Athletic Office located at 1612 Willow Wood Drive. 

Picnic Shelter Rentals

Facility Lease Permits are issued by the Department of Recreation, Parks and Open Space - Lakewood Athletics Office. Those seeking to rent a picnic shelter can download the form online or fill it out in-person at the Lakewood Athletic Office located at 1612 Willow Wood Drive. 


Private events (invitation only, not open to the general public) in a park or open space*

Facility Lease Permits are issued by the Department of Recreation, Parks and Open Space - Lakewood Athletics Office. Those seeking to host a private event, such as a birthday party, family reunion or other invitation only event can download the form online or fill it out in-person at the Lakewood Athletic Office located at 1612 Willow Wood Drive. 

*NOTE: Private events in a park/open space in the Downtown Improvement District or on a street are permitted by Special Events. 

Use of beach / sand property

Facility Lease Permits are issued by the Department of Recreation, Parks and Open Space - Aquatics Division. Those seeking to use the sand / beach are for an event, including weddings can download the form online or fill it out in-person at the Aquatics Division located at Norfolk Fitness and Wellness Center at 7300 Newport Avenue.


Use of indoor facilities


Recreation Centers: Facility Lease Permits are issued by the Department of Recreation, Parks and Open Space. Those seeking to rent a recreation center meeting room or facility can download the form online or fill it out in-person at the desired recreation center.

Norfolk Public Schools: Facility Lease Permits are issued by Norfolk Public Schools.
Those seeking to rent inside space of a school can submit the Facility Lease Application in-person at the desired school.
