Online & Telephone Payments
The City Treasurer, Anthony L. Burfoot, is committed to the secure acceptance of electronic payments for the City of Norfolk. For your convenience, payments may now be made over the internet and by phone using your credit/debit card or by electronic check. All major credit cards are accepted.

The Treasurer’s office now provides two options to pay using the internet. You can use the links below to pay using Official Payments Corporation (OPAY).  All you need to make a payment using OPAY is your account number.

You may also visit our new customer portal website at http://eservices.norfolk.gov on this site you can view more detailed information on both your Real Estate tax and Personal Property tax accounts and pay using PayPal or credit/debit cards.

Payment Methods
Cash, Check, Money Order, or Certified Funds
Payment by cash, check, money order, and certified funds are accepted. You may pay in person at the Treasurer's Office, First Floor, City Hall Building, 810 Union Street. Our office hours are 8:30 a.m. to 4:45 p.m., Monday through Friday.

If your account is flagged with a DMV Stop, Lien or Distress Warrant you will not be permitted to pay by personal check.

Credit Cards
Payments by MasterCard, VISA, American Express and Discover are accepted in the Treasurer’s Office during normal business hours. A service fee of 2.3% will be added to all credit/debit transactions made in the office. 

You now have two options to pay online. Visit the Official Payments links here to pay real estate taxes online or personal property taxes online. Or visit the new customer portal at http://eservices.norfolk.gov to view and pay using PayPal or credit/debit cards.

To pay by phone call our Official Payments number at 888-255-0167. A convenience fee WILL apply to all internet and phone payments.

Credit cards can not be accepted for payment of state income taxes or returned checks.

Drop Box
There is a Drop Box in City Hall located outside the City Treasurer's main gate which can be used to drop payments when the City Hall lobby is open.
