Mission Statement

The Department of Human Resources provides a comprehensive human resources management program by developing and implementing policies, programs and services to support the City of Norfolk's priority of being a Well-Managed Government.

Administration Support

The Department of Human Resources provides support services in the administration of the city’s human resources program by:
    • Analyzing and recommending contemporary pay strategies, trends, and best practices
    • Creating and consulting on policy development and interpretation
    • Creating and facilitating training programs, which address the needs of our employee population
    • Developing cost efficient recruitment and selection strategies
    • Providing a comprehensive and cost-effective benefits program to include initiatives focused on safety and wellness
    • Providing timely and comprehensive advisory services related to investigations, grievance resolutions, disciplinary actions, and complaints
