The Norfolk Workforce Development Center is a City of Norfolk facility housing the Department of Human Services and non-government agencies providing Norfolk residents convenient access to job skills training and public benefits programs.


Center Programs

Department of Public Health
Provides medical care and literature to protect and maintain proper health and living environments through frequent health care and educational workshops; provides information pamphlets to protect citizens from disease outbreaks.

KRA Corporation
Provides intensive case management, academic and occupational training, job placement and retention, and supportive services to welfare recipients.

The Planning Council (child care)
A state-funded subsidy program offering resources and financial assistance to eligible, low-income families with childcare expenses.

Community Services Board 
Provides treatment to residents with mental health, mental retardation, and substance addiction problems where they live.

Virginia Tidewater Consortium for Higher Education 
Assesses the need for higher education programs and provides increased educational opportunities to develop a highly trained workforce in order to enhance the economic development of the region.

Eggleston Services
Assists individuals with disabilities gain freedom from dependence on government support by providing them on-the-job training and stable work opportunities.

Women, Infant, Children (WIC)

A supplemental food program serving pregnant and/or breastfeeding women, & women who have children 1-5 years who are at a nutrition risk.

Norfolk Department of Human Services

Provides social and financial services to indigent clients and families, including Temporary Assistance to Needy Families(TANF), Medicaid, State Local Hospitalization (SLH), insurance, food stamps and energy assistance (heating and cooling).

Adult Basic Education (ABE)
Designed to meet the needs of adults 18 years or older who desire to learn basic skills in reading, grammar, writing & math; Also helps students prepare for entering a high school diploma program or a GED review class.
