Maintenance Provision


The Division of Neighborhood Preservation enforces the maintenance provisions of the Uniform Statewide Building Code (USBC). The USBC apply to all existing building both residential and commercial whether occupied or vacant.

Approaches used to enforce the USBC include responses to complaints, neighborhood surveys, maintenance surveillance and responses to referrals. The time allotted for correcting violations can range from less than 24 hours to 30 days. Failure to comply with a notice of violation may lead to legal action that may result in fines up to $2500.

Some sources of possible exterior violations provided for in the USBC includes:

1. Protective treatment
2. Premises identification
3. Roof and drainage
4. Decorative features
5. Overhang extensions
6. Stairways, decks, porches and balconies
7. Chimneys and towers
8. Handrails and guards
9. Windows, skylights and door frames
10. Glazing
11. Openable windows
12. Insect Screens
13. Doors
14. Basement hatchways
