OCCUPANCY PERMIT PROGRAM (OP)

Upon petition ten neighborhoods in the City of Norfolk have been designated as “Occupancy Permit” (OP) neighborhoods by City Council. The OP Program is regulated under Chapter 11.1 (Building and Building Regulations) of the City of Norfolk Code. It is unlawful to reoccupy or to permit reoccupation of a dwelling unit vacant or vacated after the effective date of the OP Program.
