Contesting
A Parking Ticket
If
you feel there is a valid reason why you should not be responsible
for a parking fine, you have the right to contest the ticket.
The first step in this process requires
that the registered owner of the vehicle complete a “Complaint
and Investigation Form” form within 21 days from
the date of the ticket. This form details the
circumstances supporting the request for dismissal. The
Complaint and Investigation Form can either be picked up at the
Parking Customer Service Center or can be downloaded or printed

Once
you have completed the form, send it to the City of Norfolk Citation

The
Citation Processing Center personnel will identify the scope of the
request, conduct initial research and determine if a citizen's
dispute appeal is valid. If the request for dismissal is
denied, the registered owner of the vehicle can protest the citation
to the General District Court.
To
appeal a ticket to the Norfolk General District Court, the
registered owner must, within 15 days from
the date on the denial letter from the Citation
Processing Center, petition a Court date by appearing in
person at the Parking Customer Service Center at

PLEASE
NOTE: Once
a patron signs up for court, they CANNOT pay the ticket in advance
– not to the Division of Parking or to the Norfolk General
District Court. When a patron signs up for court, they MUST go
to court. THERE ARE NO EXCEPTIONS.
The
registered owner should bring the following to the Parking Customer
Service Center to sign up for Court:
1) the
original citation and
2)
a valid photo identification
A
Court date, 21 days from the date of the request, will be assigned. It
is important to know that when you elect to appear for a hearing:
-
you
will have waived your right to pay the civil penalty,
-
the
court may assess additional fines, plus court costs ($62 per
citation appealed) and
-
violators
who fail to appear for court can be found guilty in their
absence and assessed a $20 “No Show” fee.
If
a person does not request an appeal on a parking ticket within 31
calendar days of the issuance of the citation, then this will be
considered an admission of liability and the fine must be paid. For
