The City's Residential Parking Program provides discounted parking to qualified residents living within the Central Business District (CBD), the area located between Boush Street and St. Paul’s Blvd. and between Brambleton Avenue and the Waterfront.

Purchase a Residential Parking Pass

Residential parking in the CBD is limited to Norfolk residents.  Qualified residents are required to complete a form providing basic information regarding their vehicle, contact and billing information.  Please click here to download the Residential Parking Agreement form in PDF format.

Please click here to print two (2) copies of the Residential Parking Agreement.  Once you have read the entire Agreement, sign the Agreement in the designated areas.  Bring both copies of the Residential Parking Agreement to the Parking Customer Service Center at:

To purchase a permit you must provide both of the following documents to confirm your residency within the CBD and vehicle ownership.*

   1.    Proof of Residency

1. Current lease with name and address on it and signed by tenant and landlord or,

2. Bill of sale with name and address on it and signed by the seller.

2. Proof of Car Ownership

   1. Current car registration showing the vehicle is registered to the address of the residential unit (apartment, condo, etc.).  The vehicle's owner must be you or a relative with the same last name.

*Permits will NOT be issued without both proof of residency requirements.

Once a contract has been signed and approved, residential customers will receive an individually-coded access card and/or bar-coded decal to display from their rear window.

Off-Street Parking

A resident of the Central Business District can purchase, on a space available basis, unreserved monthly parking in any downtown parking facility, except the Waterside Garage, for fifty percent (50%) of the posted monthly rate at each such facility.  For qualified residents, this monthly parking is available at half the posted rate at these garages.

On-Street Parking

Effective November 1, 2005, the City of Norfolk will no longer offer on-street residential parking permits for metered parking.
