The Downtown residential development boom is one of Norfolk's great success stories.  In just 10 years, the number of people living Downtown grew 20 percent, to 2,800.  They now reside in new city-style townhouses, waterfront condominiums and loft-style apartments that sit atop shops and eateries.  Amid the housing, the proliferation of new restaurants, a Downtown gym, the MacArthur Center mall, Tidewater Community College classrooms, the Roper Theatre and other improvements have made Downtown living trendy -- and appealing.  New housing just keeps coming:
