The Downtown residential development boom
is one of Norfolk's great success stories. In just 10 years,
the number of people living Downtown grew 20 percent, to
2,800. They now reside in new city-style townhouses,
waterfront condominiums and loft-style apartments that sit atop
shops and eateries. Amid the housing, the proliferation of new
