Local Historic District

Norfolk has five locally zoned historic districts.  In order to maintain the character of these districts all exterior alterations, new construction and often demolition, must be approved through the design review process and property owners must obtain a Certificate of Appropriateness (COA).

The applications for COA’s are reviewed bi-monthly by the Design Review Committee and the Planning Commission.

These bodies issue COA’s based on Design Guidelines, which were established for each district.
