The recent successes in major retail commercial development in the Military Highway Corridor have brought significant changes to both the corridor itself and to the surrounding business and residential areas. The corridor is exhibiting shifting patterns in population and traffic demand, in retail market and in development types, as well as a maturation of the nearby residential neighborhoods.

To encourage continued development and revitalization of the Military Highway Corridor, the City of Norfolk developed a plan to guide both public policy and private investment. Development of the plan included gathering extensive input from corridor property owners, investors, business managers, civic leaders and the public.  The City worked with state and local agencies, interested stakeholders, and the general public in a series of open house workshops, to develop a shared vision for the corridor.

Study Area  

The Corridor includes all of Military Highway from the Virginia Beach city limits at the eastern branch of the Elizabeth River in the south to Little Creek Road in the north.
