The Pedestrian Commercial Overlay District ("PCO") is intended to encourage the location of specialty retail, entertainment and restaurant uses in concentrations and scale that will enable and encourage pedestrian movement and activity in several commercial areas in Norfolk. Any building, group of buildings joined by party walls, or structure located, constructed or enlarged within a PCO District shall require a PCO Development Certificate prior to issuance of a building permit.

Requirements:

• A pre-application meeting should be held with the Zoning Administrator to discuss the requirements for the Certificate.
• Please request a copy of the "Informational Booklet for Current and Prospective Property Owners, Businesses, and Developers" that outlines the necessary requirements for processing a Development Certificate.

Procedure:

• Upon receipt of a complete application, staff makes a recommendation to the City Planning Commission.
• The Planning Commission makes a recommendation to City Council.
• City Council holds a public hearing and takes an action which may be to adopt an Ordinance approving the Pedestrian Commercial Overlay Certificate.
