Neighborhood Design and Resource Center

The Neighborhood Design and Resource Center (NDRC), is an office of the Department of Planning and Community Development, Division of Neighborhoods and Housing Services, and provides for both a place and program to address neighborhood and housing design issues for the City.

It’s a venue to challenge resident’s imagination, whether they are planning the future of Norfolk’s communities, adding a new family room, remodeling the kitchen, or designing a new home.

It’s a place where residents, real estate, architectural, financial, and construction professionals can come together to meet and access information about Norfolk's diverse neighborhoods and housing opportunities.

It’s “one stop shopping” for new and prospective residents wishing to access the many neighborhood and housing services and resources available by both the public and private sectors.

Services:

  • Neighborhood Planning and Design. Professional expertise in strategic planning, commercial district revitalization, design guidelines, historic preservation and streetscape design.
       

  • Design Services. Preliminary architecture, planning, and design services to those Norfolk residents interested in renovating and remodeling their homes, or in constructing a new home in the City.

  • Renovation Advisory Services.  Assistance with planning improvements, preparing work specifications and cost estimation.

  • Education and Outreach.  Increase the public’s awareness about the value of good design in revitalizing older neighborhoods, building new ones, and in protecting historic resources through lectures, tours, exhibits, forums, seminars, a resource library and demonstration projects.

  • Financial Assistance.  Access to a variety of financial and tax incentives to encourage, and assist with the purchase, renovation and the construction of new homes, through a network of public and private sector initiatives.

  • Promotions and Marketing.  Information to the about the many advantages of living in Norfolk. Visitors can learn about the many neighborhoods, quality of life indicators, and other opportunities for “Coming Home to Norfolk.

Services are free and available to all Norfolk residents.
