The Downtown Districts are intended to protect and enhance
the unique land use opportunities and relationships in downtown Norfolk as the
business and cultural center of the city and region. No building or structure
shall be located, constructed or enlarged within the Downtown districts until
the City Council has approved a Downtown Development Certificate.

Requirements:
- A pre-application meeting should be held to discuss the requirements for
the Certificate
- Applicant's name and address and interest in property
- Owner's name and address and a signed consent to the filing of the
application
- Names and addresses of all professional consultants advising the
applicant with respect to the proposed development
- Street address and legal description of the property
- Zoning classification and present use of the property
- Site plan and elevations drawn to scale
Procedure:
- Upon receipt of a complete application, staff makes a recommendation to
the City Planning Commission.
- The Planning Commission makes a recommendation to City Council.
- City Council hears the request and if the application is approved, an
Ordinance approving the Downtown Development Certificate is adopted.
