ENVIRONMENTAL STORM WATER MANAGEMENT

The City of Norfolk implemented its Environmental Storm Water Management Program and storm water utility in July 1991. The program was created in response to new federal and state environmental regulations requiring Norfolk and other large cities to reduce the pollutants in storm water runoff--a major cause of water pollution. The program addresses not only the quality (pollutants) but also the quantity (street flooding) of storm water runoff, providing such services as street sweeping, drainage improvements, pollution reduction projects, wetlands protection, and public education and information for pollution prevention. The Division of Environmental Storm Water Management in the Department of Public Works oversees the program.

Requirements:
The City of Norfolk requires that a site plan be prepared for all new construction and substantial reconstruction to existing structures. The division reviews site plans to ensure compliance with storm water management requirements, such as drainage and Best Management Practices (BMPs), for control of storm water runoff pollution. Site plans and storm water calculations must be provided to the Department of Planning (see "Site Plan Review Process").

Fees:
Funding for the program comes from storm water fees collected through the HRUBS public service bill. Both residential and nonresidential properties are assessed a fee based on a property's contribution to storm water runoff, in accordance with State law. The runoff contribution is determined according to a property's amount of impervious area, with consideration for pervious area. Both residential and nonresidential properties are charged the same rate per square foot for impervious and pervious areas.
