Planning Commission Members

The Norfolk Planning Commission is comprised of seven members, appointed for four year terms by the Norfolk City Council. The Planning Commission meets twice a month--the second meeting of every month is a public hearing (click here to view public hearing schedule and agendas).  Following is an introduction to Norfolk's Planning Commission:

 

Mark D. Warlick -- Chairperson
Mr. Warlick holds a Bachelor’s Degree from Virginia Tech and a Law Degree from the Marshall-Wythe School of Law at the College of William and Mary.  As Senior Vice President and partner of S. L. Nusbaum Realty Co., he provides brokerage services and manages the Industrial and Office Division overseeing property management and brokerage related services.  Mr. Warlick is currently active in a number of civic activities including Family Services of Tidewater and the International Azalea Festival.  He was appointed to the Planning Commission in February, 1998.  

Syble Butler Stone -- Vice Chair
Ms. Stone is retired with over 36 years of service with Norfolk Public Schools where she served as a teacher, Department Chairperson, Assistant Principal, and Coordinator of Grants and Fund-raising.  She holds a Bachelor of Science Degree in Health and Physical Education from East Carolina University and a Masters of Education Administration from Old Dominion University.  Ms. Stone is the immediate past president of the Hampton Roads Coalition of Civic Organizations and the Norfolk Federation of Civic Leagues.  She is currently the President of the Meadowbrook Terrace, Meadowbrook Forest, Hunt Club Point Civic League and has been active in a broad range of civic and community affairs over the past forty years.  Ms. Stone is a member of the Ocean View Baptist Church.  She was appointed to the Commission in October 2000. Lisa Chandler
Born in French Morocco, Africa as the daughter of an Air Force Officer, Lisa has had the opportunity of living in Colorado, California, Germany, Georgia and Virginia. She now resides in Norfolk, Virginia with her husband Webster M. Chandler, III and their two daughters Whitney and Brynn. A graduate of Old Dominion University, Lisa holds a degree in Environmental Health. As Executive Vice President of Nancy Chandler Associates, she is responsible for relocation, property management, condominium new construction, and additional operations of the company.

Community involvement for Lisa includes serving as Planning Commissioner for the City of Norfolk, the Board of Heritage Bank Trust, the Board of the Crispus Attucks Cultural Center, the Vestry of the Church of the Good Shepherd, member of the Rotary Club of Norfolk and served as 2005 Chairman of the Azalea Festival. Lisa has also been actively involved for many years with the Children’s Hospital of the King’s Daughters.

Richard Diamonstein
Richard Diamonstein, born in Norfolk, is a graduate of Norfolk Academy and holds a B.S. in Commerce from the University of Virginia and a J.D. from the T.C. Williams School of Law at the University of Richmond.  Mr. Diamonstein is currently Executive Vice President of Paramount Industrial Companies, Inc., manufacturers of King Koil and Comfort Solutions mattresses.

Mr. Diamonstein serves on the Executive Committee of the Norfolk Academy Board of Trustees and Chairs the International Committee of the International Sleep Products Association, having served as the Association's Board Chairman.  Other community activities in the past include serving on the Board of Directors of the Norfolk Forum, Ohef Sholom Temple, Norfolk Sister Cities Association, Armed Services YMCA and also as a soccer coach for the Norfolk Youth Soccer League and Norfolk Soccer Club.

Bradley Law
Mr. Law holds a Bachelor’s Degree in Civil Engineering from the University of Pittsburgh and a Masters Degree in Management from Regent University. As an Engineer V with the City of Virginia Beach Department of Public Utilities he currently manages the sewer collection activities in the Operations Division. He previously managed engineers in the design and construction of Capital Improvement projects, development, and sanitary sewer pump stations in the Public Utilities Engineering Department. His background also includes design and construction of the Archives Subway Station and tunnels in Washington DC and several nuclear power facilities across the country.

Jared Turner

Earl P. Fraley, Jr.

Mr. Fraley is a licensed real estate appraiser with the firm of Smith and Company located in Virginia Beach.  A native and current resident of Norfolk, Virginia and graduate of Norfolk Catholic High School, he holds a Bachelor of Science degree in Business Administration from Virginia State University and supplemental Masters study in Urban Affairs at Norfolk State University.  His previous career experiences included a tenure as Executive Director of the East Orange (New Jersey) Water Commission, operations manager for the City of Norfolk’s Department of Utilities, and various managerial and leadership positions with Bell Atlantic (now Verizon), culminating after twenty-eight years as a long range planning and design engineer.

Current and past community and civic involvements have included among others, active membership in the Greenhill Farms Civic League, past president of the Hampton Roads chapter of the American Society of Public Administrators, past president of the Pastoral Council of the Basilica of St. Mary of the Immaculate Conception. former member of the American Water Works Association and the Water Environment Federation, as well as numerous leadership roles in various social, social action and fraternal organizations.  Mr. Fraley was appointed to the Planning Commission in October, 2007.
