Transportation Services

The Transportation Services Bureau prepares analyses and recommendations concerning all transportation modes and issues in the City of Norfolk through the provision of recommendations, special studies, presentations and liaison/coordination roles related to transportation issues, agencies and funding.  Major work program elements include production and maintenance of the General Plan transportation element, highway project programming and development with the Virginia Department of Transportation (VDOT), liaison and coordination activities with Hampton Roads Transit (HRT), federally mandated regional transportation planning activities at the Hampton Roads Planning District Commission (HRPDC), advancement and promotion of public input and review on major transportation issues, and coordination with Norfolk Airport Authority on Master Planning activities and implementation.

Highway System
Norfolk’s network of highways and arterial streets is the City’s primary link to the larger Hampton Roads region and also the nation. Therefore, in support of Norfolk’s future planning and development goals, maintaining and improving travel along the highway system is a top priority. Norfolk participates fully in the federally mandated, regionally based long-range transportation planning process for urbanized areas which is coordinated through the Hampton Roads Transportation Planning Organization (HRTPO). Public Transportation
As part of a balanced transportation network, a broad mass transportation system including buses, ferries, services for the disabled, and ridesharing and other similar transportation demand management programs is available in the City of Norfolk. Air Travel
Norfolk International Airport is the major jetport facility for both passenger and cargo services in the Hampton Roads region. Airport and flight information can be obtained at www.norfolkairport.com.
  Transportation System Operations
The Department of Public Works directs and oversees highway maintenance and construction programs, traffic signal system operations, signage and pavement marking programs, and neighborhood traffic calming efforts. Pedestrian and Bicycle Facilities
Planning for pedestrian and bicycle facilities is directly incorporated into all transportation improvement programs in Norfolk. In most instances, such facilities share rights-of-way with the main streets creating multi-use corridors. However, opportunities for separate facilities for bicycles and pedestrians are also considered and endorsed where feasible and appropriate.
