Welcome Message from Bruce P. Marquis, Chief of Police

Bruce Preston Marquis, Chief of Police, Norfolk, Virginia When taking the oath of office as police chief, I pledged to lead the Norfolk Police Department with vision, integrity, and honor. Our police force of more than 900 sworn and civilian employees continuously demonstrates the commitment and cohesiveness fundamental to providing exemplary services to the 241,000 citizens across 66 square miles that comprise the City of Norfolk, Virginia.

Just as I hold each employee accountable for individual productivity, as police chief I am accountable to the citizens of Norfolk, both for my actions and for those of our employees. The public’s safety is our department’s number one priority.

With challenges to law enforcement steadily escalating, NPD personnel work tirelessly to achieve the desired levels of safety for Norfolk’s residents, workers and visitors. Accordingly, the collaborative efforts of our employees are vital to the effectiveness of the department in achieving its public safety mission. Collaboration between officers and citizens combined with the partnerships formed among citizens, the police department and other city agencies under our community policing umbrella, continue to yield positive results. By involving the communities and other stakeholders, we are gaining ground in our goal of eliminating crime “hot spots.”

The reorganization of patrol operations into smaller geographical areas of responsibility provides more opportunities plus additional time for officers to become familiar with the various communities and issues of concern, placing them in a better position to problem solve.

Our officers are well trained in community policing and in the traditional methods of providing professional police services. During the process of screening candidates for our Basic Recruit Academy, we consider ethical behavior as a highly regarded trait. The mandate to exemplify ethical conduct at all times is a mainstay of the workplace environment; each officer is required to do his or her part to maintain an organizational culture of propriety, sensitivity and professionalism.

To meet the post 9-11 demands of homeland security, the scope of our training has diversified. As such, all officers are trained in the techniques of detecting, preventing and abating terrorist attacks. Those assigned to our Special Operations Team (SOT), Bomb Squad and Harbor Patrol receive additional, specialized training in homeland security.

Norfolk Police Department employees, both sworn and civilian, demonstrate daily that Norfolk’s citizens can count on their police department. With pride and courage, we relentlessly pursue our mission to protect and serve. As you peruse this website, it is my expectation that you will gain a clear understanding of the challenging nature of our jobs at the Norfolk Police Department. This is who we are, and this is what we do.
