Employees are eligible for IRC Section 125 (Pre Tax) when they enroll in one of several medical or dental plans, the Health Care Reimbursement account plan and/or the Dependent Care Reimbursement account plan.

Medical Care

Employees are eligible to enroll in either the Optima Value Point of Service Health Care Plan or the Optima Plus Point of Service Health Care Plan. Both plans feature managed care (in network service) and indemnity insurance (out of network service) benefit options. This provides employees and covered dependents the freedom to choose how they receive medical care in either plan selected.

Dental Care

DOMINION DENTAL SERVICES (DHMO PLAN) - a dental health maintenance organization which covers preventive services and offers reduced fees for corrective services.

2 DOMINION DENTAL SERVICES (PPO/INDEMNITY) PLANS - both traditional fee for service dental plans with differing coverage and reimbursement options.

Reimbursement Account

Employees may select up to $4,000 for reimbursement of qualified health care expenditures and/or select up to $5,000 for reimbursement of qualified dependent care expenditures.

Wellness

The health of the City’s employee population is a priority. The wellness program educates employees on physical fitness, mental health, financial planning, environmental health, and spiritual health and provides a variety of activities and programs that promote positive lifestyle modifications. Also included is the Employee Assistance Program (EAP), a confidential and personal counseling service.

Life Insurance

The City provides life and accidental death and dismemberment insurance at two times employee’s salary. Optional coverage up to four times salary is available along with optional coverage for spouse and/or children.

Sickness/Disability Protection

Sick Leave - Employees may participate in a Sick Leave Bank. The bank provides short-term disability income for those who have exhausted their accrued leave.

Long Term Disability Plan - Employees may participate in a long-term disability plan. Coverage commences 90 calendar days after illness or injury. The benefit paid is up to 66 2/3% of employee’s salary.

Leave Programs

Annual leave - Annual leave increases with the length of service to the City. Employees earn from 1 - 1 2/3 days of annual leave monthly depending upon length of service.

Sick leave - Employees earn sick leave at a rate equal to one working day per month. There is no limit on sick leave accrual. Unused sick leave is converted to pension credit at retirement.

Civil leave - is granted for jury duty or to serve as a subpoenaed witness in court.

Bereavement leave - for a period of 24 work hours following the death of a family member scheduled as desired by the employee.

Military leave - when submitted with official orders, is granted for the time requested by the employee.

Pension Plan

A Defined Benefit Pension Plan pays vested employees an annual retirement benefit equal to 1.75% of annual salary (average of highest three years) times the number of creditable years of employment. Public Safety employees receive 2.5%.

Deferred Compensation

A deferred compensation plan (IRC 457) is available to employees. Annual contributions up to $15,000 may be invested in a wide range of investment vehicles.

Tuition Assistance

The Tuition Assistance Plan provides 100% of the cost of courses (up to the stated maximum) taken directly related to current job/promotion. Reimbursement is also given for courses not directly related to the job, but taken in pursuit of an approved job-related degree program.
