I have moved to another state, do I owe this bill?

If you have changed your license plates to that state, we will need a copy of your current state registration, then, we can prorate your bill. If you still have your VA license plates, the bill issued by Norfolk is due. Once you have changed the license plates over to the new state, please provide us with that state registration. We will then prorate the vehicle(s) and send you a partial bill or refund.


My son/daughter has a car away at school, it is registered in my name, do I owe this bill?

The answer depends on several variables, so you will need to talk with someone from the Personal Property office at (757) 664-7884.


Why is my bill higher than last year?

This year there has been an increase in the personal property tax rate. The new tax rate is $4.33 per $100 of assessed value (last year the rate was $4.25 per $100).

On June 1, 2011 we received the following notice from Thomas W. Moss Jr., City Treasurer. "Effective immediately, the City Treasurer will NOT accept personal checks on any Delinquent Personal Property Tax account that has a DMV stop attached. Information regarding DMV stops is available on the City Treasurer’s department website. Treasurer's Personal Property FAQ"

I am active duty military, so do I owe this bill?

If the vehicle is in your name only and you are not a Virginia resident, no you do not. But you must provide us with an L.E.S. (Leave and Earning Statement) that is no more than 6 months old. You can fax or mail in an L.E.S. along with the bill you received. Fax # (757) 664-4109


I am active duty military and my spouse, who is not in the military, is listed on the vehicle. Do I still owe this bill?

On November 11, 2009, President Obama signed into law the Military Spouses Residency Relief Act (hereinafter, the “Act”) (S.475). Effective January 1, 2010, active duty military and their spouses will be exempt from paying Personal Property Tax if they both claim the same state for residency and this state is not Virginia. If either the active duty member or the spouse votes or pays taxes to the state of Virginia they do not qualify. To qualify for this exemption you must provide the following documentation. You can fax or mail in the documentation along with the bill you received.

  1. An L.E.S. or W2 for the active duty service member. We require documentation for each year taxes have been assessed.
  2. The active duty member’s Page 2 listing the spouse.
  3. Copies of both Military I.D.'s
  4. Copy of the spouse's Drivers License or State I.D. (must be issued from the same state the active duty member claims on his L.E.S. or W2)
