Registration Services
First-Time Registration
If you are purchasing a new car, moving into the state from another state, then
this section should help you complete this process in the shortest amount of time
possible. This is in accordance with Virginia State Code
ยง46.2-600
First things first, if you are moving in from out of state, or are purchasing a
vehicle that is new to you, you need to have a valid Virginia Title for the car.

Titling Your Vehicle
After obtaining a Virginia title the first step to completing you car registration
is to register the car with DMV. This can be done at the DMV Select located in city
hall. Before Registering your vehicle, your vehicle must meet the following requirements:
- Complete an Application for Registration (VSA-14)
- Certify that the vehicle is covered by the minimum insurance requirements or pay
the
uninsured motor vehicle fee.
Your insurance carrier must be authorized to conduct business in Virginia. Virginia
requires the following minimum coverage:
- Bodily injury/death of one person: $25,000
- Bodily injury/death of two or more persons: $50,000
- Property damage: $20,000
What do you need?
For you to register your vehicle for the first time with DMV you will need the Title
of the vehicle, and your driver's license, and proof of your residency[*]
in the City of Norfolk or the locality you wish to register your car with.
Steps of Registration
Here at the DMV Select we can handle your registration both with the state and with
your sp ecific locality. First we register the car with DMV, and then using your
proof of residency[*] you can register the car with your
locality.
Associated Fees
The fee for registering your vehicle in Virginia varies depending on the term you
decide to register for (1 or 2 years), as well as any specialty plates you may decide
to order, and the empty or gross weight of your vehicle. For a standard vehicle
you can expect registration to start at $40.75 and to go up from there.
How can I pay my registration?
Registration can be paid by cash, check, credit, or debit. Important:
payment forms cannot be split between credit/debit and other forms. If you plan
on paying with a card, the sum of your payment must go on the card. You may split
cash and check
Military Personnel
For Active Duty military personnel serving in Virginia there are a few changes to
the above instructions you need to be aware of.
- There are no changes to the instructions for the registration procedure with DMV.
- For the locality registration you will need to bring in your LES and/or a copy
of the orders bringing you to Virginia. If you are registering at the DMVSelect
for a different locality you will need to fax your LES to that locality.

Registration Renewal
For residents who already have an active vehicle registration and are looking to
renew, this section provides information on how you can easily complete this process.
How can I renew my registration
Registration renewal can be completed in three different ways.
- Mailing in the registration card with the options you need, and a check for the
bill total
- By going to DMVNow.com
and following the steps.
- Coming in to the City of Norfolk DMV Select, and allowing us to handle it for you.
If you choose to come in to the DMV Select than you will need to bring some things
with you to complete this process.
What you'll need.
- Your Driver's License
- The vehicle's registration renewal notice, or current registration
- A form of payment
