DMV Select Services

The Virginia Department of Motor Vehicles (DMV) announces a partnership to provide selected DMV services in Norfolk. Called DMV Select, private citizens and local governments contract with the agency to conduct vehicle-related DMV transactions.

Transactions Processed by DMV Select

  • Transcripts: vehicle, driver
  • Trip permits, overload permits
  • Handicapped parking placards
  • Name and address changes that do not involve issuance of a driver's license or ID card
  • Returned checks: full or partial payment

Titling a Vehicle

What you need to bring

  • Your Title
  • Bill of Sale
  • Power of Attorney (if applicable)
  • Identification Card
  • Completed Application for Title and Registration
  • LES (if active duty military)
  • Registration from previous vehicle if transferring license plate

Vehicle Registrations

What you need to bring

  • Identification card
  • Title or registration
  • Proof of Insurance
  • Completed Application for Title and Registration
  • LES (if active duty military)
  • Registration from previous vehicle if transferring license plate

Special and Personalized Plates

  • Check availability of personalized plates
  • Order specialty plates
  • Plates will be mailed in 4 to 6 weeks
  • Must provide current registration or title
  • Must provide identification card

Dealer Title & Registration Services

  • Process large quantities of titles
  • Register and transfer plates
  • Issue bulk packages of 30 day tags

Voter Registrations

  • Assist in initial voter registration
  • Process address changes
