Get the card that is the key to Norfolk’s recreation centers and pools, the
Facility Use Card. Facility Use Cards are issued for participants five years of age
and older to be used at all recreation centers and pools. Cards must be presented upon
entering a facility. Facility Use Cards are not required for registration and attendance
of fee-based classes, special events, meetings, or use of facilities on a rental basis.
Costs for Facility Use Cards (Checks or Money Orders only):
- Youth (ages 5-17) $5.00
- Adults (ages 18-64) $10.00
- Non-Residents $50.00
- Daily Guest Pass $2.00
- Lost Card Replacement Fee $3.00
Family Plan (Checks or Money Orders only):
- One Parent & One Child $12.00
- One Parent & Up to Three Children $15.00
- Two Parents & One Child $20.00
- Family of Four or More $25.00
Cards are valid for one year from the purchase date. Two proofs of
Norfolk residency will be required, as well as verification of date of
birth. Youth will be given credit toward the purchase of their card based
on academic performance. Each A is equal to a $1.00 discount; each B is equal
to a $ .50 discount; and five A’s equal a free card.
Youth from families receiving any sort of assistance can request a fee waiver.
A Fee Waiver Request form must be filled out by the parent, with proof of
assistance (i.e., the identification number on a food stamp card or ADC card).
Facility Use Cards are issued at 1612 Willow Wood Drive in Lakewood Park. The hours for issuing cards are:
- Monday through Friday · 11:30am – 1:30pm · 6:00pm – 8:00pm
- Saturdays · 9:00am – 12:00pm

TDD MACHINE
Norfolk’s Department of Recreation, Parks and Open Space has a TDD
machine. This machine allows us to communicate more effectively with our
hearing impaired participants. The TDD number is 441-1764. If you have a
hearing impairment, please press your spacebar so that the staff will know
that you are calling on the TDD. You can also utilize the Virginia Relay Center
at 1-800-828-1120.

PICNIC SHELTER, ATHLETIC FIELD, AND FACILITY RENTALS
RENTAL FEES
The Norfolk Department of Recreation, Parks and Open Space has established user fees for rental
of picnic shelters, athletic fields, and recreation facilities.
PICNIC SHELTER RESERVATIONS
Applications for picnic shelter rentals are accepted at the Lakewood Athletic Office, located at
1612 Willow Wood Drive. Picnic shelter fees $40.00 - $60.00 for residents.
Non-resident fees $85.00 - $110.00. Additional application fees $10.00 - $25.00.

ATHLETIC FIELDS
Athletic field fees $40.00 - $80.00 daily. Lights are an additional $25.00 per field.

MULTIPURPOSE ROOMS
Recreation center gyms rent for $50.00 per hour for Norfolk residents and $60.00 per hour
for non-residents. Small rooms in these and all other recreation centers can be rented
at $20.00 per hour for Norfolk residents and $30.00 per hour for non-residents. For more
