Norfolk recognizes the value of strong recreation centers. Norfolk envisions itself as a city focusing on and establishing principles recalling the Great Movement of the late 1890s and early 1900s which recognized parks, their connection and "water-ness" as strong community building blocks. Norfolk has many neighborhood parks and school grounds within its park and parkway system.

The Recreation Centers are dedicated to enriching the quality of life for participants by providing a continuum of services that are integral to the development of neighborhoods. These services are delivered in a manner that ensures collaboration with residents and businesses and meets the City’s goal of obtaining excellence, responsiveness, and effectiveness.

Five core services areas offer a variety of educational and recreation based activities. These include cultural enrichment, health and physical activities, social enhancement, personal development and life skills, outdoor and environmental education. In addition, many facilities provide licensed day care services, promoting the creative and social development of children. Particular emphasis is placed on the building, reinforcing of a positive self-image and the positive expression of cooperative feelings in-group situations.

Norfolk’s Recreation Centers are committed to enhancing the quality of life for all citizens. Our recreation centers offer numerous comprehensive programs developed for individuals requiring special physical attention. These recreation centers provide the environments necessary for “fair play”, equal performance recognition and physical skills development.

Centers are open weekday afternoons, evenings and weekends during the school year, and weekdays only during the summer. The use of a Facility Use Card (obtained at the Lakewood Athletics Recreation Center, 757-441-5834), provides access to all Norfolk's Recreation Centers and Pools.
