- Mowing & bed maintenance: all Norfolk Public Schools, parks, recreation centers, medians, vacant lots, roadsides, ditches and athletic fields.
- Beach maintenance: cleaning of 7.5 miles of beach, April through September. This includes the dumping of 400 trash receptacles weekly.
- Vacant lots: maintain City-owned and privately owned lots.
- Athletics: perform grounds maintenance on football, soccer, baseball, softball, fi eld hockey, rugby and lacrosse fields,including repair, lining, dragging and clay replacement. This Division also collects all trash at parks, recreation centers, athletic fi elds and special event sites.
- Small Engine Repair Shop: performs maintenance and repair on over 1,000 pieces of portable equipment for Parks & Urban Forestry, Facility Maintenance, Cemeteries, Public Works, Utilities and the Fire Department.
- Tree- and shrub-planting throughout the City.
- Public building maintenance: includes Scope, Chrysler Hall, Harrison Opera House, City Hall plaza, courts building, Harbor Park, School Administration Building, Attucks Theater and Martin Luther Memorial.
- Items NOT maintained by Parks and Urban Forestry, but handled by Facility Maintenance, are picnic tables, grills, bleachers, tennis courts, fencing, soccer and football goals, dumpsters, and any electrical, plumbing, or other building maintenance requests. - Maintenance and protection of Norfolk’s urban forest and public trees along all City streets, at Norfolk Public Schools, in City parks, open space areas, recreation centers, cemeteries, Camp Young (Chesapeake) and on all other Norfolk public property.
- Structural and clearance pruning, to A-300 pruning standards, on all public trees city-wide.
- Removal of all dead, dying, diseased, high-risk or downed public trees city-wide.
- Monitoring and management of insects and diseases of public trees.
- Storm damage clean-up to clear streets and sidewalks.
- Management of Forestry annual budget, equipment and supplies such as pesticides and fertilizer.
- Response to service requests regarding trees, as called in by citizens, contractors, all City departments, state and federal government agencies and other organizations.
- Management of Norfolk’s Tree Manager, a street tree work history and inventory database.
- Tree work permits.
- Review of site plans involving public trees.
- Norfolk Arbor Day Committee, which plans and carries out an annual Arbor Day ceremony the first Saturday of October.
- Supervision of Tree Steward volunteers, who carry out Norfolk’s significant tree project.
- Training of tree crews on modern arboricultural safety and pruning standards.
- Inspection of and consultation regarding public trees. Production of trees for public planting through the City’s nursery in St. Brides.

- Manage and oversee the Bureaus of Cemeteries, Parks & Urban Forestry, Planning & Administration, Recreation & Human Development, and Youth Services for the Department of Recreation, Parks, & Open Space.
- Develop and implement policies and procedures to ensure the Bureaus’ programs refl ect the best use of allocated funds for the Department of RPOS.
- Direct and participate in the preparation and implementation of the bureaus’ operating and capital budgets and ensure all work is conducted within budgetary constraints and according to City policy, codes and standards of quality.
- Plan, develop and evaluate program objectives, service levels, revenue generation, and resource utilization in order to meet changing community needs.
- Assist with coordinating work and developing plans and strategies by attending meetings with various personnel, contractors, and civic associations.
- Direct the preparation and implementation of goals and objectives of the bureaus.
- Administer the monitoring process of all service contracts, concession contracts and grants within the bureaus.
- Assign, train, supervise and evaluate a large staff and their performance.
- Perform important and diffi cult public liaison work in explaining and interpreting bureau programs.
