Criteria
For Establishing Dog Parks |
- Owners are legally responsible for any bodily injury and property damage caused by their dog.
- Owners must clean up and dispose of waste left by their dog and provide the equipment for these tasks.
- Dog owners must remain with their dog and must keep it in sight at all times.
- Dogs must wear valid rabies vaccination and city license tags.
- No dogs in heat are allowed.
- Puppies must be older than four months.
- Dogs must be leashed while entering and leaving the dog park area.
- Dogs showing aggression towards people or other dogs must be immediately leashed and removed. (Contact Animal Control at 757-441-5505 for assistance with animal disturbances.)
- A maximum of three dogs per owner is allowed at any one time.

- Sufficient land to provide an area adequately confined to avoid traffic.
- Proximity to residential areas to be convenient for pet owners.
- Avoidance of highly populated or other high use areas such as school property, jogging, walking tracks or trails, playgrounds or recreational amenities.
- Neighborhood acceptance to include a majority vote of approval at a pre-determined civic league meeting. (Notice of the meeting date must be published in your monthly publication, newsletter, etc. and provided to all residents a minimum of 90 days prior to the vote to give all interested parties fair notice to attend. In addition, a Recreation Parks and Open Space staff member must be in attendance during the voting process for verification).
- Appropriate parking must be available and should not create issues within the neighborhood for resident parking.
- A thorough site visit will be conducted to access the viability of the area identified for the dog park. At the completion of this review additional requirements may be necessary.

Dog Park Additions/Improvements
If your community is interested in adding fencing, water fountains, and/or other amenities to an existing dog park, a written request must be submitted to:

Deadline for submission is October 31 of each year in order to be considered in the following year’s plans, subject to budget approval. Funds for materials and installation, to include utilities, must be raised in entirety by the community.
